I will be adding to this with links to the source of the information.
John Lucas and his wife became involved in the Summer - 1993.
Lucas informed the police, the local Saskatoon prosecutors, M.P., Dean of Law, Richard Quinney, several senior persons within the Child Protective Service and a multitude of others that the twins are in danger and being raped. No action was taken.

Mr Lucas was new to the story, a good number of the people he contacted already knew the children were in danger and being raped.

REASONS FOR REFERRAL
Referred May 21, 1987 by Social Services case worker, Anita Grosse, along with his twin sister, with concerns about sexual play between brother and his five year old sister. He was found by a babysitter in the foster home in February inserting a butter knife and liquid soap into his sisters vagina. Karen Clarke of the sexual assault centre, and Corporal Marv Hanson, interviewed all three children, but could not determine that they had been sexually abused, only that they knew far more about sexual matters than they should.

- 1980 10 months old. The brother was seen at the Alvin Buckwold Centre at ten months of age, at which time he was somewhat developmentally delayed.

- 1982 Brother. Psychological assessment in 1982 showed significant delay in both receptive and expressive language. He was seen by the speech therapist at MacNeill Clinic in November, 1982. At the time, he presented with a very short attention span and independent, stubborn and non-compliant behaviour. He had very little spontaneous oral language. - 1982 The three children were assessed at the Alvin Buckwold Centre in June, 1982 for developmental planning. (Twins Born March, 1982, 3 months old. Brother Born October, 1979, 2 years 8 months old)

- 1983 Department of Social Services was involved at an early stage. The Department was contacted in 1983, after one of the girls was admitted to hospital and appeared to be suffering from malnutrition. VANCISE J.A. (In Dissent) May 10 1995.

- 1986 Psychological assessment was attempted in December, 1986 but not completed because of lack of attention and cooperation (Brother Born October, 1979, 3 years old)

- 1986 September. In cross-examination, Mrs. Francis said her recollection was that he was "acting out sexually" and demonstrating "inappropriate sexual behaviour" from the very beginning--from September of 1986 when he entered her classroom. She felt certain, she said, that she had observed the boy's sexual acting out before February of 1987. Mrs. Francis went on to say some sexual touching had occurred before February of 1987. Mrs. Klassen's was clearly of the view, however, that all three children demonstrated inappropriately sexualized behaviour when they came to her home (R R White Appeal 10th day of May A.D. 1995)

- 1987 February. All three children apprehended in February of 1987 and placed into foster care. (Klassen foster home)

- 1986 fall of 1986 he had to be placed in a special program at school. There he came under the supervision of a Mrs. Garnet Francis, who soon noticed that the boy, though just seven years old, was given to some unusual sexual behaviour. (R R White Appeal 10th day of May A.D. 1995)

- 1987 February 13. Within a short time of their arrival, Mrs. Klassen observed them engaging in behaviours of a sexual nature.

- 1987 May. The incident was investigated by a worker from the Sexual Assault Centre as well as by the police, who noted that the children had sexual knowledge unusual for their ages, but nothing much came of the incident, for it seemed clear that her brother had been the aggressor. - 1987 May. Children referred to MacNeill Clinic Child Psychiatry, Saskatoon.

- 1987 August. Karen Clarke of the Sexual Assault Centre and Corporal Marv Hanson visited with the twins brother. He refused to talk about the incident of sexual play with his sister. He behaved as if he thought he was in a lot of trouble and tried to distract them from the issue. He indicated that he had never been sexually assaulted by anyone himself.

Foster parent principal concern is, touching girls. After the initial incident with his sister, he again initiated sexual touching with her in April, and with another girl in the neighbourhood in June. He also took his pants down a couple of times with other children, the last time being in June.

- 1987-88 school term. - were found together from time to time in the girl's bathroom, in the same stall, engaged in sexualized behaviours. And, though only eight or nine at the time, he became "very verbal in sexual comment," continually suggesting to one of the female volunteer teachers, for example, that they have sex, and go to bed, and the like. - 1989 December. Brother is moved from the Klassen foster home to the home of Lyle and Marilyn Thompson in Warman. The Thompson papers injusticebusters

- 1989 - was permitted to attend the Warman Elementary School on a half-time basis, but only on condition he be continuously accompanied by Mrs. Thompson, for by then he was a deeply troubled child, exhibiting highly unusual sexual behaviour. (R R White Appeal 10th day of May A.D. 1995)

Carol Bunko-Ruys Report
- 1989 December 4. Carol Bunko-Ruys Report. (Twins 7 years old, brother 10 years old)- He states that no one has touched his private parts. - presents several behaviours that suggest he is struggling with his sexual identity and overall sexuality. Must be supervised at all times. - should not be left alone with small children. Recently a specialized home was found. - He has started pre-placement visits and the date planned for movement is December 12, 1989

- 1990 January-May. Twins brother caught sexually assaulting a three-year old neighbour child. makes "inappropriate" sexual advances to Thompson children.

- 1990 May. Twins are removed from the Klassen home and put in the Thompson home.

- 1990 May 29. Not long after his arrival at the Thompsons, he alleged that the children had been abused in the Klassen foster home. That prompted the Department of Social
Services to look into the situation, and in consequence the girls were removed and placed, as well, in the care of the Thompsons. That was on May 29, 1990. The girls then entered Warman Elementary School, as well, where - was soon engaging in sexualized behaviour with other children, requiring monitoring by a teacher's aide. And -, too, had to be regularly supervised by an aide because of her history of sexualized behaviour. (R R White Appeal 10th day of May A.D. 1995)

Carol Middleton Report
- !990 May 25 Twins brother interviewed by Corporal Ron Shindell. Multitude of disclosure i.e: large number of people abused him, parents, uncles, aunts, etc. Corporal Shindell felt that he was too confused to believe and may be projecting a past abuse on the Klassen family. Corporal Ron Shindell planned approach was to call Peter Klassen and ask him to take a polygraph. If he passed, the matter would be dropped, and if he failed the polygraph then a charge would be laid. After the time at the police station Janet Kormish, Norma Rivard, Sheila Gagna, Jacques St. Pierre, Laura Mainprize and Carol Middleton met to discuss their action from this point.

- 1990 May 28.
Twins brother interviewed by Nancy McGregor, Marilyn Thompson and Carol Middleton at Carol Bunko's office. The purpose of this interview was to allow Carol Middleton to hear the disclosure’s and then to pursue the investigation and make a report for the Department of Social Services. Carol Bunko attempted to get further clarification.

Carol Middleton attended at the police station with Michael Klassen for an interview regarding possible sexual abuse. Two older boys liked to hit him in his genital area. He denied any other touching. After the interview at the police station Carol Middleton transported Michael to the Carley Dionne foster home. On the way there Carol Middleton explained to him he would be going to another home for awhile because we were concerned about children at Pam's house and that the concern was that Grandpa touched children on their "dinkies". At this point Michael stated Grandpa touches him on his dinky. Carol Middleton opinion Michael Klassen has been assaulted by his Grandfather.

- 1990 June 14. Dueck spoke with Lyle and Marilyn via telephone. - set up a meeting for the Taco Time on 33rd St. Dueck: possibly we could again get the ball rolling regarding further disclosures by them. Dueck notes injusticebusters

- 1990 November 26. Carol Bunko-Ruys Report. Twins 8 years old, brother 10.
all three children have disclosed extremely traumatic incidents of being made to participate in what could be called ritualistic abuse. Included in these acts are: being made to drink blood, having sexual encounters with animals, witnessing mutilation of animals and what has been described as killing a baby. All three of the children have developed inappropriate touching problems. The children have been sexually active with each other and with several peers at school. As writer requested, the Thompsons have installed buzzers on the children's doors to eliminate the night time sexual activity which has been occurring on a regular basis. - children have on occasion sexually assaulted the Thompson family's dog.- Continues to experience high anxiety prior to further disclosure. This is usually accompanied by inappropriate behaviours (e.g. Lying, loudness, not co-operating, threats of running away). Given the high level of need presented by these children, placement of all three together has been questioned.

Sisters
states that she is afraid of her brother. - he uses verbal threats to encourage his sister in sexual activity. To date, she is unable to say "no", requiring further support in this area.
- arrived at her last session stating she had not been involved in any further sexual activity

To date, writer has not worked with children who have experienced Ritual Abuse. Thus, writer will be attending the upcoming conference sponsored by C.A.R.A.C. this two-day conference will focus on treatment. Others involved with the children will also be in attendance. Should writer become aware of locally based personnel experienced in this area, both ongoing consultation and/or potential referrals will be explored. That above information be shared with the Thompsons and Brian Dueck to facilitate ongoing team work regarding the children

The children have continued to disclose experiences consistent to other children that have been ritually abused. These children continue to present dysfunctional behaviours consistent with others having experienced severe trauma.
- attempts to remove the buzzers will be made over the next six months. - children experience a high level of supervision at school. - started to cry hysterically at school while singing Christmas Carols with his classmates. He later reported memories of sexual abuse taking place while Christmas music played - All three children chose not to have a Christmas tree as they were reminded of decorations made in the past to look like penises, vaginas and devils. "Sexual abuse happened at Christmas." - stated that Valentines Day was for "Love and screwing. - hoped that the Easter Bunny would bring white chocolate as she recalled being made to eat faeces. - became very afraid when Marilyn Thompson was wearing a T-shirt with a bunny on it. - dressed in a bunny costume while preparing children for sexual activity.

- 1991 July. 16 individuals were arrested and charged with sex crimes against the same three children. The Klassen/Kvello case, Scandal of the Century.

Disclosures include descriptions of group and individual sexual acts, ritual abuse (example: sacrifice of at least one baby which included the children participants eating baby parts, mutation of animals and there ultimate sacrifice. There was also disclosures of blood-letting and drinking of blood, animal and human). Some of the children revealed that they were also held in bondage as well as kept confined in small, dark spaces. All revealed that they were forced to perform sexual acts on adults in group settings as well as individually. In the last month, Cpl. Brian Dueck and Cpl. Jim Walker interviewed the adult members of the Klassen family as well as the natural parent, Helen and step-father, Don White.

Sexual Behaviour - A period of approximately four months passed where it appeared that the children had not victimized each other (mid-January - mid - May). During May and June, the children reported occasional incidents of abuse amongst each other. Writer left the room briefly and listened outside the door - the girls later told the Thompsons that he had sexually abused them in the writer's absence - denied this initially and later confirmed the allegations. - It appears that only one of the children can make healthy choices at a time, leaving the other two in a victim role. - This has largely been due to the need for close supervision to prevent sexual abuse of other children. - Experiences periods of regression which include sexually abusing his sisters. - urinating on articles of clothing and hiding them in the past month. - turns twelve years old next month and is at risk to become involved in the young offender system should he continue to abuse. - writer has not provided Michael with any information regarding his disclosures of what appears to be consistent with others having experienced Ritual abuse. - Following consultation with others involved (i.e. Department of Social Services, Crown Prosecutor's office) writer suggests providing enough information to allow - a cognitive framework to assist him in understanding what he has experienced - has recently stated occasional feelings of wanting to touch others. - has often denied having a touching problem. - has returned to a theme that includes monsters or vampires with blood dripping down the chin. - has not discussed any connection to actual experiences, her need to master this theme may be of significance.- Continues to demonstrate a dysfunctional coping style when stressed - writer remains concerned with their inability to stop victimizing each other. - keeping siblings together is highly supported by the writer

It is my view that the evidence of Ms. Bunko-Ruys is essential to the prosecution of this matter and the evidence of Dr. Fraser or a witness similar to him would be highly desirable to try to explain some of the more bizarre aspects of the children's testimony. It is my view that these types of disclosures are going to become more and more frequent in the future and if nothing else, the testimony of these types of experts can slowly go towards educating the court and public as to the existence and legitimacy of these types of disclosures which up until now have been largely discounted not only by the public but by the authorities as well. In regards to the witness on ritual and Satanic abuse, I have canvassed locally and although there are people with experience in this area, no one comes close to the stature of someone such as Dr. Fraser in terms of his experience and knowledge in the area. There are two or three other persons who have been suggested as possible witnesses but Dr. Fraser seems to be the best candidate in my view.
I would ask that you advise me as soon as possible as to what to arrangements I could go ahead to make as this case is scheduled to begin in October and of course I am on leave until that time and must make arrangements with these witnesses quickly. Letter to D Murray Brown

- 1992 The Ross, Ross and White trial The children testified to many other happenings in the home, including some which were altogether bizarre: They would eat "poop," including poop cast in moulds or mixed with raw fish, and would drink "pee" and "blood"; their mother would cut up and fry eye-balls; their parents would screw and kill and cut up cats and dogs and babies, eating and burying parts out back in the garden; and so on. was adamant about having gone to the hospital for stitches, she had never had sutures. - 1995 May 10. The Ross, Ross and White Appeal Dismissed. Look mum, a cover-up! Saskatchewan Court of Appeal
During the investigation, the children gave statements about their birth parents having killed, cooked and eaten babies, dogs and cats. They also told of being made to eat
feces and drink urine and blood. No physical or confirmatory evidence of dead animals or dead babies was found. All three children accused their birth parents and Donald W. of sexual abuse. They also accused at least twenty other adults, including their grandparents, with having abused them sexually. No other charges were laid against the twenty other adults, other than the appellants, who allegedly sexually abused them.

R. v. Stevens, [1993] 7 W.W.R. 38 (Man. Prov. Ct.). That decision was approved by the Manitoba Court of Appeal on February 22, 1995. That case observes that s. 300 sets a stringent standard as to mens rea: the Crown must establish, inter alia, that the accused intended to defame and had subjective knowledge of the falsity of the matter published. - Counsel also cited an unreported decision of this Court R. v. Lucas et al (No. 3), (Saskatoon Judicial Centre 7/94) which discussed s. 300. In that case the trial judge held that the test to be applied as to the accused knowledge of falsity was an objective one. I respectfully disagree. What must be established is that the accused knew what he was saying was false. That places a considerable burden on the Crown but it reflects parliament's concern that freedom of speech be protected as much as possible. It is not enough for the Crown to show that what the accused said was false. It must establish that the accused knew it was false.
